A cooling device with a tiny diagonal rib/recess composite structure, comprising a substrate (10), a cooling channel (11), a plurality of diagonal ribs (12) and a plurality of recesses (13). The cooling channel (11), the plurality of diagonal ribs (12) and the plurality of recesses (13) are all disposed on the wall surface of the substrate (10); the plurality of recesses (13) are in a staggered arrangement or in a longitudinal arrangement, forming a recess array; an upstream wall surface of each recess or a plurality of recesses (13) is provided with the diagonal ribs (12), thus forming a diagonal rib/recess composite structure. The cooling device with a tiny diagonal rib/recess composite structure can significantly improve the comprehensive heat transfer performance, and can reduce cooling fluid flow under the same cooling load, thus decreasing the power consumption of a pump or a fan. The cooling device can be applied to the technical fields of cooling of gas turbines, aero-engines, air-conditioning heat exchangers, automobile heat exchangers or high power electronic devices.
