Topical composition, comprises a film-shaped dosage form comprising a film of a water-swellable or water-soluble polymer or a polymer mixture, and at least one active agent. An independent claim is also included for producing the composition comprising homogenously distributing at least one active agent and optionally at least one excipient in a solution or suspension of the polymer or polymer mixture in a solvent or suspension medium, painting the resultant mixture on a substrate, removing the solvent or suspension medium to obtain a polymer film, and separating the dosage form the polymer film.
