The present invention relates to a float type apparatus for removing scum and suspended matters, and a water purifying system in a reservoir using the same. The float type apparatus for removing scum and suspended matters includes a float installed to be floated in a reservoir and having a space therein; a water inlet port for introducing water in the reservoir including scum and suspended matters into the space of the float; a float electro-flotation module for floating the scum and suspended matters introduced into the space of the float on the water surface; and a collecting module for collecting a mixture of scum and suspended matters floated on the water surface. The water purifying system in a reservoir includes a float type apparatus for removing scum and suspended matters, and a float type apparatus for disposing scum and suspended matters, which treats the mixture collected in the collecting module of the float type apparatus for removing scum and suspended matters, separates the mixture into treated water and sludge, and discharges the treated water to the reservoir. According to the composition, the float type apparatus for removing scum and suspended matters is installed in a reservoir such as a lake or a pond, and can effectively collect and remove scum and suspended matters by blocking scum and suspended matters from being mixed to water while removing scum and suspended matters. The present invention has the effect of removing and disposing sludge of scum and suspended matters at a high efficiency, and discharging the purified water to the reservoir by using an apparatus for disposing scum and suspended matters, thereby purifying the water in the reservoir.
