The present invention relates to a scum and floating material removing device, and a scum and floating material removal method. The apparatus for removing scum and suspended solids according to the present invention includes a treatment tank having a floating tank and a level measuring module including a scum and a floating material removing module and an electrolytic floating module. The scum and suspended material removal module is opened and closed according to the level of the polluted water in the floating tank to collect the scum and the suspended substances. The electrolytic floating module operates when the scum and suspended solids removal module are closed and re-floats the scum and suspended matter in the disturbed contaminated water. The apparatus for removing scum and suspended solids according to the present invention can minimize the disturbance of the contaminated water during scum and floating material removal to increase the removal efficiency and simplify the treatment of the collected scum and floating material.
