The present invention relates to a system for simulating creation of a park, which enables a user to select, on a screen, park bottom paving materials, sport outfits, outdoor installations, comforts, and landscape plants, and to create a virtual park, calculates and outputs expenses used to create the virtual park when the virtual park is completed, thereby easily collecting needs and opinions of residents when various types of parks are planned. The present invention provides a method for operating a system for simulating creation of a park, which devises a basic concept of a virtual park or creates a virtual park and calculates expenses for the creation of the virtual park, on a screen of a user terminal. The method comprises: a flooring material setting step of allowing the user terminal to display a library list including flooring materials and sport outfits, to display objects indicating detailed types of a selected library item when one library item included in the library list is selected by a user, and to output a video that the bottom of a virtual park is paved with a selected flooring material by reading, from the user terminal, that the user drags and drops an object corresponding to the selected flooring material to be positioned on the bottom of the virtual park; and an object setting step of allowing the user to set a library item included in the library list, and allowing the user terminal to read that the user sets one among objects according to the set library item and arranges the set one in the virtual park, outputting a video that the set object is arranged in the virtual park.
