The present invention relates to a non-radioactive method for measuring non-standard solid sample of radioactive waste. More specifically, the non-radioactive measuring method comprises a first step of collecting a plurality of non-standardized (before standardization) samples with a weight corresponding to a volume of a radioactive standard from the radioactive waste; a second step of measuring all the nuclides count rate (CPS) of the most contaminated sample among the collected samples; a third step of melting the sample in the same way as the volume of the radioactive standard and standardizing the sample; a fourth step of measuring all the nuclides CPS of the sample which is standardized in the third step; a fifth step of measuring the efficiency of entire gamma ray energy of a detector; and a sixth step of measuring the efficiency of the entire gamma ray energy of the detector for the non-standardized sample.
