The present invention relates to an apparatus and a method for reducing iron oxides for manufacturing zero-valent iron. More specifically, iron oxides are fixated on the inside of a reactor and then come into contact with reduction gas; thus, the zero-valent iron can be easily manufactured. The apparatus includes: the cylindrical reactor that includes an inlet pipe through which iron oxides enter on an upper part thereof, and an outlet pipe through which the zero-valent iron reduced is discharged on a lower part thereof; a heater which is installed in the reactor and heats the inside of the reactor; an iron oxide fixating unit which fixates the iron oxides having entered through the inlet pipe on the inside of the reactor; and a reduction gas supplying part which supplies reduction gas for reducing the iron oxides to the inside of the reactor.
