The present invention relates to a grooving cutting blade which has a cutting portion at an outer circumference of a disk-shaped blade, while the cutting portion has a side end surface formed in a trapezoidal shape to enable a trapezoidal grooving to be constructed on a road, and is formed of sintered carbide and diamond powder to have excellent strength and hardness. The grooving cutting blade includes a blade formed in a disk shape and having a shaft hole formed at the center; a cutting portion sintered by being assembled integrally or being fitted to an outer circumferential surface of the blade, having a side end surface formed in a trapezoidal shape; a rotary drum having the blades fitted in equidistant intervals, and having an electrically-driven member transferring rotary force formed at one end; and an interval maintaining tool fitted into the rotary drum to maintain the intervals of the blades.
