The present invention relates to a cosmetic composition containing an extract of Sambucus williamsii var. coreana and Clematis mandshurica Rupr as an active ingredient. More specifically, the cosmetic composition contains the mixed extract of Sambucus williamsii var. coreana and Clematis mandshurica Rupr and thus has a significantly increased synergy effect of alleviating wrinkles. Therefore, the cosmetic composition can be used for a cosmetic, which has an effect of promoting collagen generation in the skin, an effect of inhibiting MMP-1 generation, and excellent activity of inhibiting elastase and can alleviate wrinkles. The extract contains Sambucus williamsii var. coreana and Clematis mandshurica Rupr at a weight ratio of 1:10-10:1. The mixed extract is submicron-capsulized or micro-capsulized, or is processed into a liposome.
