The purpose of the present invention is to provide a concrete structure to prevent alkali ions from leaching, an electrochemical concrete surface treatment method and a treatment device thereof, which improve the stability of life and ecological environment by forming a calcium hydroxide film on the surface of concrete by the electrochemical treatment method to prevent hydroxyl ion (OH^-) as a main agent of the alkali ions from leaching. The electrochemical treatment method to prevent alkali ions from leaching comprises: an anode material installation step of installing a conductive metal plate on the surface of concrete having steel reinforcements distributed therein; a current carrying step of forming a hydroxide film on the surfaces of concrete and the conductive metal plate to carry current by making the steel reinforcements be cathode materials and the conductive metal plate be an anode material; and a control step of controlling the carried current, voltage, and current-carrying time in the current carrying step.
