The present invention relates to an earthquake-proof reinforcing method of a building using an outer frame and a high-toughness connection member, capable of efficiently improving earthquake-proof performance of an existing medium-low building that does not reflect an earthquake-proof design or has insufficient earthquake-proof performance. The earthquake-proof reinforcing method according to the present invention includes the steps of: installing an outer frame comprising a column member and a beam member while having an independent base member on the outside of a building; and connecting the building and the outer frame by a connection member, wherein the connection member introduces prestress using expansible high-toughness concrete.
