The present invention relates to a shielding apparatus for preventing the inflow of contaminated groundwater in the upper layer and blocking a section and to a method thereof. The shielding apparatus can perform shielding like a compression tube even when damage occurs to an expansion tube using advantages of an expansion tube and a compression tube, can be used as a shielding device for preventing the inflow of contaminated groundwater in the upper layer by securing shielding functions through self-operation even when the bottom of a casing does not touch the bottom of an excavation hole, and can shield a section even at a position middle of the excavation hole. The shielding apparatus for preventing the inflow of contaminated groundwater in the upper layer and blocking a section comprises: a compression tube (20) which is installed in a circumference unit of a casing installed inside an excavation hole (1) under the ground, and is compressed to adhere to the wall of the excavation hole by external force; a spring which attaches the compression tube to the wall of the excavation hole in order to seal the upper and lower parts of the compression tube; and a release means (40) which releases fixation in order to generate elasticity for fixating the spring and attaching the compression tube to the wall of the excavation hole in a state of the opposite elasticity of the elasticity for attaching the compression tube to the wall of the excavation hole.;COPYRIGHT KIPO 2015
