The present invention relates to an epoxy resin impact reinforcing agent which stably increases the size of particles of impact reinforcing agent latex in a core-shell structure, has excellent dispersibility and interaction with an epoxy resin, and has excellent impact strength without severe degradation of glass transition temperature, tensile strength, and thermal expansion coefficient, by comprising a graft polymer in which a shell covering rubber latex which forms a core includes a water-soluble vinyl monomer as an effective ingredient when manufacturing a reinforcing agent having the core-shell structure, to a manufacturing method thereof, and an epoxy resin composition comprising the same. The reinforcing agent having the core-shell structure comprises 30 to 80 wt% of a rubber polymer core; and 20 to 70 wt% of a graft polymer shell obtained by copolymerizing the water-soluble vinyl monomer to the rubber polymer.
