The present invention relates to a complex of a surface-modified titanium dioxide particle and an organic compound; and to a manufacturing method of the complex. More specifically, the present invention relates to an organic/inorganic hybrid titanium dioxide (TiO2) complex in which a surface-modified titanium dioxide particle and an organic compound are chemically bonded, wherein the titanium dioxide particle is surface-modified in order to allow at least one functional group to be introduced onto the surface; and the organic compound comprises at least one active site capable of reacting with a functional group of the surface-modified titanium dioxide particle. The content of the titanium dioxide is 60-99.5 wt% with respect to the total weight of the composite. According to the present invention, the organic/inorganic hybrid titanium dioxide complex is safe and also has a greatly excellent UV-blocking effect so it can be greatly practically used as sunblock. In addition, the present invention relates to a manufacturing method of the organic/inorganic hybrid titanium dioxide complex; and to a cosmetic composition comprising the complex and a manufacturing method thereof.;COPYRIGHT KIPO 2015
