A steam turbine over speed prevention system according to an embodiment of the present invention comprises a bypass measure and a valve. The valve is installed amid the bypass measure. The valve generally interrupts the bypass measure at working. Additionally, the valve make a connection to the bypass measure at load blocking to guide remaining steam in the steam turbine to a condenser.
