The present invention relates to a short measuring device for determining whether a short circuit for the outmost layer of the unit cell wherein the outermost separator layer is disposed, and an electrode having the electrode tap and the separator are stacked and formed alternatively. It comprises a conductive part having a conductivity of the conductive tap in contact with the electrode tap extending from the body and conductive body in contact with the outermost separator; and a short measuring unit for determining a short circuit by applying a voltage on the conductive tap of the conductive part with electrode taps of the unit cell.
