The present invention relates to a skin protecting cosmetic composition including a saponin mixture containing ginsenoside F4 and a method for producing the same, and more specifically, to a skin protecting cosmetic composition including 42.1-36.6 parts by weight of ginsenoside F4, 18.3-17.4 parts by weight of Rh1, 13.8-9.9 parts by weight of Rg5, 9.7-7.1 parts by weight of Rk1, 7.5-4.8 parts by weight of Rh4, 5.1-3.3 parts by weight of Rk3, and 2.1-2.4 parts by weight of Rg6. The composition does not have cytotoxicity, and exhibits functions in promoting a collagen synthesis, decreasing the quantity of human matrix metalloproteinase 1 (MMP1) in cells, controlling the generation of MMP1, and/or controlling the decomposition of collagen. Also, an excellent skin wrinkle reliving function is ensured, and skin is not irritated.
