The present invention relates to a scrubber for removing white plume and pollutants without discharging waste water by using a flushing water purification unit, which does not discharge waste water, removing a lipophilic mixture (oil mist), a hydrophobic material and a hydrophilic material at the same time, and has a series of processes automatically operated by a measurement value measured and transmitted by a sensor. The scrubber for removing white plume and pollutants without discharging waste water by using a flushing water purification unit according to the present invention comprises: an intake pipe where an air fan is installed; a hydrophobic material removal unit; a flushing water supply unit; a hydrophilic material removal unit; a gas-liquid separating unit discharging air removed with moisture to an exhaust unit; the exhaust unit; a cooling unit; a flushing water purification unit; and a control unit.
