According to an embodiment of the present invention, an ECU updating apparatus includes: a server which uses reference vehicle information and target vehicle information to update and debug the ECU of a target vehicle; an operation unit which includes the ECU using the target vehicle information to generate a control signal and uses the target vehicle information to generate a virtual control signal corresponding to the control signal; and a communications unit which connects the server and the operation unit to exchange the target vehicle information, reference vehicle information, control signal, and virtual control signal. The server uses the control signal or the virtual control signal to debug the ECU of the target vehicle upon determining an error therein, and updates the ECU when the number of such debugging operations is more than a reference value.
