The present invention relates to: a lighting control circuit of a program control sine wave dimmer based on a dual Z-type network; and a double-hanging-type portable dimmer to which the same circuit is applied. The lighting control circuit can provide a response speed for controlling lighting of a thyristor, significantly reduces a shock peak current of a cold lamp and the like by using intelligent load matching, and can reduce shock on a network. Therefore, the lighting circuit can reduce a malfunction rate of a trip and can significantly extend a lifespan of a lighting device. According to a proper embodiment of the present invention, the lighting control circuit includes: a program control sign wave converter which divides the sign wave voltage period input from power into hundreds of parts in speed switching method, changes ratio of conducting time and blocking time of the switch among the parts to perform modulation to reach optimal matching output current; a current sensor which executes sampling with respect to output current signals transmitted from the program control sign wave converter; a high speed A/D converter which converts the sample signal of the current sensor into a digital signal; a main processor which outputs an optimized output curve corresponding to a control signal controlled in a lighting controller after receiving the digital signal transmitted from the high-speed A/D converter as a feedback, and then transmits the output curve to the program control sine wave converter; and the lighting controller which transmits the control signal to the main processor and controls light output of a lighting lamp.
