The present invention relates to an electrolyte containing a composite material comprising yttria-stabilized zirconia (YSZ) and yttria (Y_2O_3) and a method for manufacturing an electrolyte layer using the same. Specifically, the present invention provides an electrolyte containing a composite material comprising yttria-stabilized zirconia (YSZ) and yttria (Y_2O_3) and a method for manufacturing an electrolyte layer, which comprises: a first step of manufacturing a yttria-stabilized zirconia-yttria (YSZ-Y_2O_3) composite material by mixing yttria-stabilized zirconia powder and yttria powder; and a second step of forming an electrolyte layer using the composite material of the first step. The electrolyte in accordance with the present invention is provided to reduce separation from a substrate, unlike a conventional electrolyte made of yttria-stabilized zirconia, by comprising the composite material including yttria-stabilized zirconia and yttria. In addition, the present invention enables the microstructure to be stably maintained even at high temperatures during a fuel cell production process and while driving a fuel cell. Moreover, the present invention is capable of providing an electrolyte layer with more stable and excellent performance as the electrical conductivity is also remained at a similar level to the conventional electrolyte.
