The present invention relates to a fusion process technique of various wastes to manufacture a substitute for sawdust required in large quantity for a compost facility which controls moisture (bulking agent) in a moisture content percentage of approximately 65% appropriate to aerobic fermentation of various organic wastes containing mass moisture. The present invention improves moisture control and adsorption by compensating chemical components and physical properties which various recycle wastes contain by manufacturing and drying a pellet and by-product organic sludge in a food factory and a waste water disposal facility to be convenient for using fly ash which is porous alkali inorganic matters. The present invention relates to a recovery technology related to a fusion treatment technique for complex recycling containing fertilizer components required for growth of crops and treatment of acid soil. The present invention provides a manufacture technique of a pellet moisture control agent containing an organic material, silica, lime, magnesia, trace elements, fertilizers which are necessary components for improvement of soil and growth of crops. The present invention is to smoothly provide an inexpensive moisture control agent which can be used with sawdust, and the compost which is moisture-controlled with sawdust is used for field farming by having a main component with organic components. The present invention reduces usage of chemical fertilizers pesticides by making demands by producing fertilizers for inorganic crop farming in a rice farming occupying 54% of crop fields. The present invention is to manufacture fertilizer for environmentally friendly inorganic high quality rice which ameliorates water contamination due to agricultural water.
