The present invention relates to a reforming catalyst for manufacturing a reducing gas, which includes a carrier with a spinel structure in MgAl_2O_4-NiAl_2O_4; and nickel and cerium oxides supported in the carrier where x is rational number between 1.5 and 2 in CeO_x, a manufacturing method of the reforming catalyst and a manufacturing method of the reducing gas using the reforming gas wherein the reforming catalyst includes a carrier, and the carrier forms a spinel structure in MgAl_2O_4-NiAl_2O_4, thereby having a good coking resistance and resolving a coking problem based on a growth of nickel metal in a process of reforming a mixed gas with an amount of hydrogen like COG into the reducing gas.;COPYRIGHT KIPO 2015
