The present invention relates to a system for determining the coding unit size for the intra coding of the high efficiency video coding (HEVC) scheme. The system includes: a level definition unit which defines the depth level of the current coding unit and the depth levels of adjacent coding units respectively and defines the average depth level of the adjacent coding units; a first ratio-distortion value calculation unit which calculates the low-complexity rate-distortion costs in order to select candidate modes among multiple intra modes; a probability determination unit which compares the average depth level of the adjacent coding units and the level of the current coding unit to determine the probability of the coding unit division; a division condition inspection unit which compares the low-complexity ratio-distortion value and the threshold value for determining rapid division to perform a quick division condition inspection; a second ratio-distortion value calculation unit which calculates the full rate-distortion costs to select the optimal estimation mode among the candidate modes; and a division stop inspection unit which compares the threshold value and the full rate-distortion costs for determining whether to stop the division to perform a division stop inspection when the average depth level of the adjacent coding units is not larger than the depth level of the current coding unit based on the determination result of the probability determination unit or when the minimum value of the low-complexity rate-distortion costs is less than the threshold value according to the determination result of the division condition inspection unit.
