Disclosed are a manufacturing system for graphene oxide using a Couette-Taylor reactor and a manufacturing method thereof. According to an embodiment of the present invention, the method for manufacturing graphene oxide comprises: a first step for producing products containing graphite oxide by putting graphite, oxidizing agents, and an acid solution into the Couette-Taylor reactor and carrying out an oxidation reaction; and a second step for manufacturing graphene oxide by separating and exfoliating graphite oxide from the products.
