The present invention relates to a cosmetic composition containing a herbal medicine extract and, more specifically, to a cosmetic composition minimizing inconvenience of consumers to a synthetic material and side effects, and having anti-oxidant and anti-inflammatory effects. The cosmetic composition according to the present invention contains one or more kinds selected from a group consisting of a Scutellaria baicalensis extract, a root bark extract of Paeonia suffruticosa Andrews, and a mixed extract of Scutellaria baicalensis and a root bark of Paeonia suffruticosa Andrews as active ingredients, wherein the Scutellaria baicalensis extract, the root bark extract of Paeonia suffruticosa Andrews, and the mixed extract of Scutellaria baicalensis and a root bark of Paeonia suffruticosa Andrews are extracted by supercritical fluid extraction. The cosmetic composition according to the present invention not only has less side effects on a human body, but also has excellent anti-oxidant and anti-inflammatory effects to be useful in cosmetics, skin medicines, etc.
