The present invention relates to an apparatus for comprising a community for cooperation, and a method thereof. A method for comprising a community for cooperation according to the present invention includes: a step of using an analytic hierarchy process method for calculating a reliability grade for candidate technicians, classifying the analytic hierarchy process (AHP), and setting a variable system map; a step of setting a corresponding variable index according to the variable system map; a step of setting significance according to the correlation of a hierarchy with the variable index; a step of inputting a variable corresponding to the set variable index or inputting the variable by using a database; a step of calculating an incongruity to congruity ratio as the reliability grade by using the variable; and a step of assigning a corresponding candidate technician to a working community when the incongruity to congruity ratio exceeds a threshold value.
