The present invention provides a complex bio-stimulating agent which is manufactured by: being mixed with a bio-stimulating material, capable of specifically promoting the activity of microorganisms growing naturally in coastal sediment, by using purified or not polluted coastal sediment as a basic material; and coating the surface of the mixed product with a polymer material. According to the present invention, elution properties of the bio-stimulating material are controlled, thereby improving bioremediation ability of polluted sediment in situ.
