The present invention relates to a device producing hydrogen using seawater. A double side type permanent magnet stator linear synchronous power generator of a vehicle orbit-circulation power system, wherein a vehicle is mounted in a vehicle orbit rail and a permanent magnet stator is mounted in the orbit rail of an upper and a lower magnet of a water orbit frame, converts continuous vehicle orbit frame circulation kinetic energy into the electrical energy generating an electromotive force to a coil moving element since the coil moving element is continuously and mutually linked to the permanent magnet stator. Moreover, the purpose of the present invention is to provide a safe facility which does not require additional power generation sites and has a high operation rate so as to have economic efficiency and is capable of moving to easily correspond to natural disasters.
