The present invention relates to a low-swing low-power near-ground signaling transceiver and an operating method thereof. A transmitter of the low-swing low-power near-ground signaling transceiver includes: a power supply block to output a supply voltage controlled according to a control signal; and an output terminal which generates a data signal according to an input signal output from a previous stage driver to control amplitude of the data signal according to the supply voltage.
