The present invention relates to a fuel reformer having a heat exchanger for waste heat recovery of combustion exhaust gas. Provided is a fuel reformer comprising: a combustion chamber generating exhaust gas by combustion of a fuel; an exhaust gas flow path in which the exhaust gas flows; and an exhaust gas heat recovery device in a tube shape formed in the exhaust gas flow path, where water which is one of the fuel flows inside, and the exhaust gas flowing outside and water flowing inside exchange heat.
