PPROBLEM TO BE SOLVED: To provide a power generation device using cooling water waste heat of an internal combustion engine and heat generated by reburning exhaust gas or a heat energy supply device. PSOLUTION: A system is constituted in such a way that high temperature heat exhausted from the internal combustion engine 10 and generated by burning completely by an incomplete combustion exhaust gas reburning device 60 is recovered with high efficiency by a boiler 30 provided with a heat exchange system and condensate after heat recovery is circulated into cooling water in the internal combustion engine. Waste of energy and resources is eliminated by cooling heat generated once in the internal combustion engine by a cooling device such as a radiator. Energy of high temperature hot water heated by a jacket of the internal combustion engine is made to flow into the boiler to recover energy thoroughly to realize power generation/highly efficient heat recovery.
