The present invention relates to a lane painting apparatus and a method of painting new and repaired lanes using the same which improves workability of a lane painting work and promotes a workers convenience by a vision apparatus when painting repaired and new lanes while improving the easiness of painting a new lane by forming a temporary lane, and workability of spraying beads by an air supply means applying a moisture filter. Provided are a lane painting apparatus which includes: a vision apparatus formed of a paint spraying unit including a vehicle, a paint storage unit, a bead storage unit, and a paint gun; a bead spraying unit including a bead gun; a camera installed in the paint spraying unit to take a photograph when a lane is painted by the spraying paint; a monitor formed at a drivers seat to check an image taken by the camera in real time such that a workers convenience is improved, even an unskilled person can perform the work, an initial position can be selected very accurately and promptly by a laser pointer, workability can be improved not only when repairing roads but also when painting new roads by the paint spraying unit to select a position, and beads can evenly be sprayed by mounting a moisture filter on an air supply means; and a method of painting new and repaired lanes using the same.
