The present invention relates to a CCTV image processing method which employs a learning algorithm to learn an objects behavior pattern by using a hippocampal neural network learning technique to predict the future crime occurrence rate. According to an embodiment of the present invention, the method includes an image data storage step of receiving original image data recorded by a digital surveillance camera to store the original image data to a long-term storage memory and transmits the data to a hippocampal neural network memory; and an image division step of dividing the original image data received to the hippocampal neural network and matching the time data to the X-Y coordinate values to store the image data.
