The present invention relates to a method of creating a three-dimensional indoor map based on a web, which creates two-dimensional and three-dimensional indoor maps based on a web using outlines of a building including actual coordinates, and directly registers the indoor maps on a web service, such that the three-dimensional indoor map can be easily checked on a web or a smart phone, thereby reducing a cost required for matching the indoor map with coordinates of an actual building. In order to accomplish this, the method of creating a three-dimensional indoor map based on a web, according to the present invention, is characterized in comprising: a step of receiving outlines of a building; a step of classifying outer walls, inner walls, low-height walls, doors, and bottom surfaces of the building in advance and receiving indoor map materials; a step of generating a web-based two-dimensional indoor map by building the outer walls, inner walls, inner wall prefabricated walls, doors, and bottom surfaces; a step of inputting a height value based on the web-based two-dimensional indoor map to generate a web-based three-dimensional indoor map; a step of uploading the generated web-based three-dimensional indoor map data on a web; and a step in which a user downloads the web-based three-dimensional indoor map through the web so that the three-dimensional indoor map is visualized.
