The present invention is to manufacture porous titanium dioxide-graphene nano-fibers by introducing graphene, which has a high electric conductivity, into titanium dioxide nano-fibers. The porous titanium dioxide-graphene nano-fibers have a faster electron transmittance speed than the conventional titanium dioxide nano-fibers, increases the number of titanium dioxide particles by forming additional crystalline germ of titanium dioxide at a hydroxyl group within graphene oxide and a carboxylic group, and reduces the individual titanium dioxide size, thereby drastically improving the surface area of the nano-fibers, and increasing the adsorption of dye. When the porous titanium dioxide-graphene naono-fibers are applied to a solar cell, the sunlight utilization of a photo electrode and the light conversion efficiency can increase.
