The present invention relates to a horizontal reforming device for converting biomass waste into synthesis gas. The purpose of the present invention is to realize a structure in which aqueous vapor is generated by transmitting the combustion heat of LPG and oxygen, which are sprayed to a heating furnace tub (12) of a reformer (6), to a water tank (24), and synthesis gas is manufactured via reforming reaction by spraying the aqueous vapor together with pyrolysis gas to the reforming furnace tub (12). To achieve such, the present invention comprises a pyrolysis gas generator (2); a pyrolysis gas collection tank (4) connected to the pyrolysis gas generator (2), an oxygen tank (44) and a hydrogen tank (46); a reformer (6) having a first torch (14), which has the pyrolysis gas collection tank (4), the oxygen tank (44) and the hydrogen tank (46) connected thereto, combined at the other side, and generating synthesis gas via reforming reaction; and a synthesis gas collection tank (10) connected to one side of the reformer (6), an oxygen tank (60) and an LPG tank (62) connected to a second torch (20), wherein the reformer (6) has a reforming furnace tub (12) installed thereon horizontally, has one side connected to the synthesis gas collection tank (10) and has the other side penetrated by and combined with the first torch (14), the reforming furnace tub (12) is arranged inside the heating furnace tub (18), the heating furnace tub (18) has one side and the other side penetrated by and combined with the second torch (20) and an exhaust pipe (22) respectively, and a thermal insulator (26) is installed around the reforming furnace tub (12).
