The present invention relates to a method for manufacturing a counterpart electrode for a dye-sensitized solar cell which includes the steps of a) manufacturing a graphene compound by doping conductive carbon with halogen elements; and b) forming a surface processing layer by spraying the graphene compound on one side or both sides of a conductive transparent substrate with an electrostatic spray deposition method. The counterpart electrode for the dye-sensitized solar cell according to the present invention overcomes a low long-term stability due to corrosion in an existing platinum catalyst by including the graphene compound doped with the halogen elements, and has low costs and a high catalyst property in comparison with the platinum catalyst. Accordingly, the present invention can be used in various solar cell fields by replacing the existing platinum catalyst.
