A composition for treating scalp and hair damage containing a propolis extract comprises 5-12 parts by weight of propolis extract, 15-25 parts by weight of Chamaecyparis obtusa water, 300-500 parts by weight of purified water, 2-7 parts by weight of henna, 2-7 parts by weight of espinosilla, 2-7 parts by weight of iris, 1-4 parts by weight of positive ion surfactant, 2-7 parts by weight of moisturizer, 12-18 parts by weight of genamin, 7-13 parts by weight of softening agent, 3-10 parts by weight of plant oil, 12-18 parts by weight of emulsifying supplement, 12-18 parts by weight of viscosity increasing agent, 1-6 parts by weight of glycerol, 12-18 parts by weight of cyclomethicone, 2-8 parts by weight of silk amino acid, 1-5 parts by weight of ceramide, and 2-8 parts by weight of silicone emulsion, thereby being effective in relieving and treating the scalp and hair damage caused by oxidized substances of a hair perm agent after getting a perm.
