The present invention relates to a method for producing raw paper for kraft paper and packing box board paper and to packing board paper produced by the same. More specifically, natural material ingredients, in which chemicals such as a volatile organic compound (VOC) and formaldehyde (HCHO) that are harmful to the human body are not used, are added when raw paper is produced, and/or the natural material ingredients are mixed with maize starch to be coated on the surface of completed raw paper, so that plant stability is ensured and antibacterial and harmful material adsorbing functions are obtained. Accordingly, agricultural products or nut products can be freshly stored in a packing box and packing paper so that the expiry date can be extended.
