The present invention relates to a platinum-based alloy catalyst using a successive fluid plasma process method, to a manufacturing device thereof and to a synthesis method thereof. The device for manufacturing a platinum-based alloy catalyst comprises: a first reactor for accommodating a first fluid; a second reactor for accommodating a second fluid containing a seed material generated in the first reactor; a power source part for supplying power to the first reactor and the second reactor; and a control part for controlling the power, which is supplied to the first reactor and the second reactor, via the power source part. In the first reactor and the second reactor, the platinum-based alloy catalyst is manufactured by synthesizing and dispersing the platinum-based alloy catalyst in nano-size using a successive fluid plasma process method. Therefore, a process can be simplified, process time can be reduced and mass production is enabled.
