The present invention relates to a welding member for recycling a railroad car wheel and a recycling method using the same. The recycling method comprises steps of (step 1) developing a worn-down railroad car wheel by welding a first welding member to the car wheel and (step 2) forming a surface-hardening layer by welding a second welding member to the developed railroad car wheel, wherein the first welding member comprises 0.05-0.15 wt% of carbon, 0.2-1.0 of silicon, 1.0-2.0 wt% of manganese, 0.6-1.2 wt% of chrome, and the remainder consisting of Fe and inevitable impurities, and the second welding member comprises 0.1-0.25 wt% of carbon, 0.2-1.0 of silicon, 1.0-2.0 wt% of manganese, 1.0-2.0 wt% of chrome, 0.2-1.0 wt% of molybdenum, and the remainder consisting of Fe and inevitable impurities. The welding member is provided to recycle a worn-down railroad car wheel by developing the car wheel to reach the original size of the car wheel, and extend the initial wearing-down time of the recycled railroad car wheel by the step of forming the surface-hardening layer. According to the present invention, the welding member has the similar properties to the railroad car wheel, proper compositions to be used as a welding member for the development of the railroad car wheel, and high hardness to be applied to the surface-hardening layer of the railroad car wheel.
