The present invention provides an electrostatic powder coating apparatus of conductive powder using a binder and a coating method thereof for securing sufficient coherence of the conductive powder attached to a porous metal and forming a conductive coating layer by being laminated at a desired thickness uniformly. The present invention includes: a support on which the porous metal is fixed and which is charged in a first type charge; a charging unit which charges the conductive powder coated on the porous metal in a second type charge having a polarity opposite to the first type charge; a power supply source which supplies the second type charge to the charging unit; a powder storage which stores the conductive powder for transferring to the charging unit; and a binder solution supplying unit which supplies binder solution to the conductive coating layer forming conductive powder coated on the porous metal. The present invention can increase coherence by using the binder for the charged conductive powder to be coated on the porous metal by using static electricity force.
