The present invention relates to a urethane film separating agent composition and a separating system using the same, wherein pure thermoplastic olefin (TPO) as a material for an automotive bumper is separated and recycled from the automotive bumper in which a urethane film is coated on a surface of the TPO, and recycling the separated TPO, and more specifically, to a urethane separating agent and a separating system using the same, wherein the separating agent composition is used to completely separate a urethane film without damage, which is coated on a surface of a TPO material, from a waste bumper generated from a defective product of the bumper painting process or a scraped automobile, thereby recycling a pure TPO material and recycling the TPO material in high-value added fields, leading to eco-friendly and efficient recycle of the TPO material for an automotive bumper. According to the present invention, provided is a urethane film separating agent for recycling a TPO material for an automotive bumper, the agent comprising 10-40 wt% of an alkaline solution of caustic soda, potassium hydroxide, or sodium metasilicate; 20-50 wt% of alcohol; 1-10 wt% of an ether and ester mixed solvent; 0.5-5.0 wt% of a non-ionic surfactant; and 30-60 wt% of water. Furthermore, provided is a urethane film separating system for recycling a TPO material for an automotive bumper, the system comprising a surface activating step; a urethane film separating step; a sludge solid-liquid separating step; a recovery separated liquid recycling step; a washing step; and a drying step.
