The present invention relates to a character, action, emotional state diagnostic system based on EEG signals. The system classifies fortune telling information based on EEG and diagnoses the character, action, emotional state of a user based on fortune telling information. The system includes an EEG measuring device which measures the EEG of a user and outputs the same; and a character, action, emotional state diagnostic device which has a character, action, emotional state diagnostic program, transmits an operation request signal to the EEG measuring device when the user inputs character, action, emotional state diagnosis request signal, receives EEG signals outputted from the EEG measuring device, extracts the fortune telling information linked with the EEG signals, and provides character, action, emotional state diagnosis information by using the fortune telling information. Therefore, the user can predict a present condition and a future condition, and can solve problems to be generated in the future.
