The present invention relates to an apparatus for decelerating and shielding dust minimizing generation of the dust. The present invention comprises: a first coal dryer where a pair of first guide rails, a pair of second guide rails, a first steam chamber, a second steam chamber, a first exhaust gas chamber, and a second exhaust gas chamber are installed; and a second coal dryer where a pair of third guide rails, a pair of fourth guide rails, a third steam chamber, a fourth steam chamber, a third exhaust gas chamber, and a fourth exhaust gas chamber are installed. The coal drying system comprises: a first smoothing device having a coal fixed quantity supply device and a dust reducer and evenly dispersing a coal pile; a first residue remover where a plurality of first rakes protrudes; a second smoothing device; a third smoothing device; a second residue remover; and a fourth smoothing device.The present invention improves reliability and prevents incomplete combustion of the coal and increases utilization of the low quality coal for which demand is low to improve coal supply stability.
