The present invention relates to Pt-Pd nanoalloys, and an apparatus and a method to synthesize the same comprising: a container to store a fluid, and a platinum electrode installed in one side of the container; a palladium electrode installed in opposite side of the platinum electrode; a power supplying unit to supply power to the platinum electrode and the palladium electrode; an insulation member to insulate the platinum electrode and the palladium electrode from the container; and an X-Y stage to keep a certain distance between the platinum electrode and the palladium electrode. According to the method of the present invention, Pt-Pd nanoalloys are formed by plasma generated within the fluid, and the underwater plasma process does not require the addition of chemical agents such as a surfactant or a reducing agent; thereby making synthesis of high-purity Pt-Pd nanoalloys possible, and accelerating the synthesis speed by high-density plasma reaction.
