The present invention relates to a smart touch screen pad for advertisement in transportation and an advertising method thereby. More specifically, the present invention relates to a smart touch screen pad and an advertising method thereby, wherein the smart touch screen pad is installed in a transportation means, receives an advertisement or information from a cloud server, and exposes the advertisement or the information to passengers in real time. The smart touch screen pad (10) comprises: a control module (11) which has a delay unit; a communication module (122) which can communicate with the outside wirelessly; a storage module (14) in which an advertisement or information is stored; a search module (131) which searches the advertisement or information stored in the storage module (14); an adequacy module (132) which determines whether the advertisement or information is adequate according to a search result of the search module (131); a display processor (16) which determines a display type of the advertisement transmitted through the communication module (122) according to a result determined in the adequacy module (132); and a touch screen (17) which displays the information transmitted from the display processor (16), wherein the communication module (122) receives an advertisement or information from the cloud server.
