According to the present invention, there is provided a spheroidizing heat treatment omitting high carbon high chromium bearing steel having an excellent spheroidizing ratio even when a large amount of carbon and chromium are added. The present invention also provides a method for producing a high-carbon high chromium bearing steel in which spheroidizing heat treatment is omitted by inducing a residual unmelted cementite during reheating of a billet and inducing a temperature deviation between the surface portion and the center portion of the billet for efficient seed growth.
