The present invention relates to a carbon paper for a fuel cell gas diffusion layer and a method for producing the same. The carbon paper for a fuel cell gas diffusion layer and the method for producing the carbon paper for a fuel cell according to the present invention can be heat-treated and fired at a low temperature, thereby greatly reducing the manufacturing cost of the carbon paper. In addition, although the manufacturing cost is greatly reduced, the gas permeability and electrical conductivity are excellent, and this is utilized as a gas diffusion layer, which contributes to reduction of manufacturing cost and quality of the entire fuel cell.
